Meta Embraces Free Expression: Looser Rules Slash Content Removals by 33%

From January to March, Meta removed about 1.6 billion pieces of content worldwide for rule violations—nearly one-third fewer than the 2.4 billion taken down in the previous quarter. The biggest decreases came in spam (–50 %), child endangerment (–36 %), and hateful conduct (–29 %) takedowns. Only suicide and self-harm content saw a modest uptick among the 11 major enforcement categories.

Automation, Accuracy and Impact

Meta attributed much of the reduction to policy tweaks aimed at cutting enforcement errors. Automated tools were scaled back for lower-severity violations after high error rates frustrated users. As a result, appeals and post-removal restorations also fell. Despite fears of a “free-for-all,” sampling shows that exposure to hate content remained low—about one to two incidents per 10,000 posts, down from two to three.

Meta’s platforms continue to grow: 3.43 billion people used at least one of its apps in March, up from 3.35 billion in December. The company says its focus on high-severity violations and improved accuracy will guide future enforcement.
