Bangladesh telecom regulator mandates full SIM-slot lock for instalment phones
The Bangladesh Telecommunication Regulatory Commission (BTRC) has approved a policy requiring mobile operators to lock all SIM slots in smartphones sold via instalment from 1 January 2026. The decision was made during the Commission’s 300th meeting held on 27 October 2025.
Previously, operators were permitted to lock only one SIM slot on dual-SIM devices under an earlier pilot guideline. The new rule aims to strengthen instalment enforcement and reduce misuse of open SIM slots.
Impact on operators and the market
Major operators championed the change, arguing that full-slot locking makes handset-plus-plan bundles more viable and reduces default risk. Smaller carriers initially raised concerns about competitive disadvantage but withdrew their objections ahead of the Jan 2026 deadline.

What consumers should know
Consumers purchasing smartphones on instalment should ensure the contract clearly states when and how the SIM-slot lock will be lifted once payments are complete. Retaining purchase documentation is essential in case of any dispute or undue delay in unlocking.
Broader regulatory context
This move comes alongside the launch of the National Equipment Identity Register (NEIR) system, which from 16 December 2025 will block unregistered or illegal-import handsets from accessing networks. Together, these policies mark a push by the regulator toward tighter device control and subsidy transparency.
